States with no state laws about smoking. Wyoming, Texas, Alaska, Oklahoma, Kansas, Missouri, Alabama, Mississippi, South Carolina, Indiana, Kentucky, Virginia, West Virginia, Michigan.
South Dakota only bans smoking in non-hospitality based workplaces.

Other states, like Pennsylvania, allow smoking in very particular types of establishments. The regulations depend on capacities and functions of the locations (i.e. is it a restaurant, how many people can be there, etc.).
