Which states or cities have the most restrictive cigarette smoking laws?

In 1975 Minnesota became the first state to ban smoking in most public places, and in 2007 it added restaurants and bars to that list. In 1990 San Luis Obispo, CA, became the first city in the world to ban smoking in all indoor public places. The whole of California followed suit with a very successful smoking ban in 1998, which included bars and restaurants and motivated other states like New York to instigate similar bans. As of April this year there were 37 states with some sort of smoking ban, but California is probably the most restrictive. Some areas have made entire cities in California smoke-free, and over 20 California cities prohibit smoking in parks and on beaches.
