Which states have the toughest standards for coal fueled power plants?

    When it comes to any environmental standard, California has stricter laws than the federal laws. Other states are denied the ability to have stricter environmental regulations, but the federal government allows California to have stricter regulations than other states so that it can experiment with policy. California is considered the pioneer of environmental law, and many federal policies were originally experiments conducted by California. I took an environmental law course at UC Davis, and this is one of the first things that our lecturer (an active lawyer, not a professor) proudly explained to us.
