According the the EIA, the most recent figures (dating from 2008) show that Texas leads the country in petroleum use, followed by California, Florida, New York, and Louisiana. See cited chart for complete ranking as well as statistics on other forms of energy consumption (coal, natural gas, retail electricity, etc).
The numbers in the cited table are per capita. To find the actual total use for any state, multiply those numbers by the state’s population. Doing that puts California and Texas in a virtual tie for oil consumption in terms of total volume.
