As far as states’ overall sewage dumping, Western Pennsylvania was recently ranked as having the most severe sewage issue – they have since taken measures to address the problem (refer to: http://188.8.131.52/search?q=cache:-tMEmvvpRJUJ:www.mwwca.org/news-archives.htm+worst+sewage+state&cd=10&hl=en&ct=clnk&gl=us). A couple years ago, San Diego, New York and Los Angeles were reported as the cities that have received the highest fines in recent years due to sewage spills. More recently, Detroit is reported to have the worst sewage dumping problems, due to aging sewage systems that communities in the region cannot afford to renovate. Over the past couple years, 37.2 billion gallons of sewage have been released into the Detroit and Rouge rivers.
