Wisconsin has the worst air pollution in America. In some areas it is so bad that it close to being declared to be able to harm even healthy people. The bad air quality is due to a combination of excess air materials from power plants and very still air.
Note that having the worst pollution in the nation on one particular day, as indicated in the other answer’s citation, is not quite the same as “the worst air pollution in America,” suggesting an ongoing level that does not really exist.

According to the Huffington Post, on May 3, 2011, in a report released by the American Lung Association, Bakersfield-Delano, California ranked #1. There were 5 other cities in California that were on the list. The report, State of the Air 2011, cited these cities for having the worst air for ozone pollution, short-term particle pollution, and year-long particle pollution.
