I could not find the exact answer but there is some evidence that California is likely the state with the most due to its size and recent smart grid developments. 9 million residents in a Northern California are in the process of receiving updated smart meters that report energy usage on a remote, hourly basis. This will allow the energy company to reward customers who utilize power away from peak times. Parts of Texas are also in the process of getting updated remote sensor meters, so that state may trail closely behind California.
