According to a 2007 Forbes article that was published using data collected from the American Council for an Energy-Efficient Economy, Washington, Oregon, and Vermont topped the list of greenest U.S. states due to their low carbon footprints, strong energy efficiency policies, and above average air quality. You’d be surprised, though, to hear that in terms of green cities, many East Coast cities- top the list, with Chicago, New York, and Boston at the top.
