It’s difficult to give an exact answer, as there are many different criterium to base the strength of an environmental policy on. However, I have found an article over at Helium.com that breaks down the many surverys that have been conducted on this topic is a way that is both helpful and easy to understand.
I agree with ktgarren, this is a difficult question to answer as there is no way to know what is the “best environmental policy”. California is known for the having the strictest environmental laws and policies, which is to say, protecting the environment is high on California’s policy agenda. Policies must adhere to NEPA (National Environmental Policy Act) standards and CEQA (California Environmental Quality Act) standards, which are more stringent than federal standards.
