Almost certainly Texas, which approved more than 24,000 permits in 2008. Colorado is leading the Rockies states in permit approval, with a record 8,000-odd in 2008. The only other state that might approach Texas’s numbers is Louisiana, which has almost no on-shore drilling, and a lot less coastline off which to stage offshore drilling.
Alaska actually produces more oil than Texas, but has probably issued fewer permits in recent years. The permits it does issue are also for much larger tracts of land.
