The state that has made the least cumulative contribution to global warming is Vermont. The next smallest contributors are the District of Columbia, South Dakota, and Rhode Island. States with fewer total emissions tend to be those with the smallest populations, or which generate a relatively small amount of their electricity from coal power. By far the worst contributor is Texas – with California, the second worst, polluting only about two thirds as much as Texas.
