Alaska has the Alsek and Tatshenshini Rivers that feature a great deal of white whater rapids as well as icebergs. National Geographic Travel names it to be the best rapids in the world. It has a level III section of rapids and a 19 fpm (feet per minute).
Idaho has the most white water in the contiguous United Sates according to visitIdaho.org. The Middle Fork of Salmon River in Idaho is rated third best whitewater rafting in the world, with rapids up to a class IV.
I have rafted a lot in the Northwest, and the White Salmon river in Washington is by far the funnest river with the best rapids. The upper part is a solid class IV with amazing rapids like Maytag and Stairstep. At the end of the whitewater run, there is a good 10 foot waterfall called Hussem Falls which you can run in a raft if you feel like it. The best part about this river I think is that the run in relatively short, so you can do it 2-3 times in a day.
