Since the mosquito that carries Dengue Fever breeds in flower pots, used tires, broken bottles, and other artificial containers that may contain a bit of water, most areas in California are susceptible to it HOWEVER the Aedes mosquito, or Dengue carrying mosquito, has been for the most part eradicated in the United States. So in short, the areas most vulnerable to Dengue Fever in California do not exist since the mosquito is not even in California (though isolated cases have been reported, those mosquitos have been eradicated and thought to have come on flights or boats from areas prone to Dengue).
