In fact, the US has been portrayed in the news as one of the greatest hindrances to the upcoming negotiations. The US congress has been rumored to be “adrift” in their plan, and President Obama has yet to provide a clear course of action. Lack of a defined commitment from the United States could cause reluctance in developing countries.
