Which creates fewer vehicle emissions: a multi-level parking garage or an open-air lot?

It depends. However, given two lots one open air and one multilevel, that are situated on lots of equal size, the multi-level garage will cause more emissions as it will require more driving by users as they drive around in circles trying to fins a spot. With each additional layer of parking, additional drivers will have to do more driving to find a spot. In an open air lot the amount of driving (emissions) is capped at a relatively low level. Additionally, less available parking provides a disincentive for people to drive their cars to a given place, driving down the amount of emissions even further.
