Probably the United States. We have a very large population (compared to most countries), a highly developed electrical infrastructure, and a high standard of living (most U.S. residents have electricity in their house.) The same cannot be said for as many people in China and India, who also have large populations. As of 2005, the U.S. was the largest consumer of energy in the world. It likely still is.
