Which country pays the most money per kW of energy?

It appears to be Turkey, which pays 10.2 cents per kilowatt per hour. In addition to that, the government of Turkey charges its citizens for general lighting expenses, or in other words street lighting. People in Turkey were not particularly thrilled about that when it was announced back in 2006.
