Which country makes the most goods out of recycled materials?

Recycled Goods in particular seems to be slow on tracking.  While the ACT of recycling has been statistically measured through recent studies, recycled goods must meet a particular guideline: they have to be produced from post-consumer waste.  While concrete numbers are difficult to come by, some countries are leading the way, mainly European countries.  Outside of Europe, countries including the US have seen a significant rise in the amount of recycling and recycled goods produced.  While Austria leads the way in a 2004 census for recycled waste, Denmark maintains the philosophy that “waste is a resource”.
