I couldn’t find the specific numbers for your question, but if I had to make an educated guess as to which country experienced the greatest decrease in vehicular traffic, I would go with Denmark. The city of Copenhagen has recently been declared the greenest city in Europe, and due to its increased spending on bike lanes and promotion of cycling, the city can now boast that that 1/3 of its inhabitants bike to work every day! It also takes the cake as far as future goals: the city is upping the ante by aiming to have cyclists account for half of all commuters by 2015.
