To answer your question in an indirect way, Wikipedia tells us that only 52% of Uganda’s population has ACCESS to safe drinking water (as of 2000) – the lowest of any nation. Another statistic from El Salvador tells us that this country’s poorest 20% (2003) spends over TEN PERCENT of their income on water. The higher proportional price would indicate that drinking water is a rare commodity – imagine making a $40k salary, and spending four thousand dollars a year ($333/month) on water!
