As far as I can find, it is a unique program, that has only existed once and it was never done outside of United States. It looks like the idea itself originated in July 2008 with a New York Times article by Alan Blinder. It is likely that other countries might run similar programs, particularly during this or future recessions. They will probably be learning from some of the downfalls of the program, such as establishing more strict regulations about the fuel efficiency of the new cars.
