Although the NASA link below is old and the graphic is low resolution, you can easily get an idea why discussing drought as a country-wide phenomena isn’t productive in many situations: Any large country is liable to be experiencing both drought and unusually high rain.
In this 1997 article, the whole of North Africa doesn’t even have data, because “the dominant long-term trend” over the past few decades is drought.
