The United States consumes the most paper every year per capita with the average American using about 700 pounds of paper per year. To put that in perspective with other countries paper consumption, Australians average 300 pounds per person, Western Europe around 400 pounds and South American countries around 100 pounds. China, India and other Asian countries have quickly growing paper consumption numbers, but are still no where close to the high numbers in America.
