The burner on electric stoves are typically less efficient (use more energy) than the burners on gas stoves, and the ovens on electric stoves are typically *more* efficient (use less energy) than the ovens in gas stoves. Given typical use over the length of a year a typical gas stove will end up costing less (using less energy) than an electric stove.
The answer to this question depends on where the energy for the stove is coming from. If you have a solar array to supply your electricity needs, for example, the electric stove would be better as it is powered by a clean and renewable energy source, whereas gas represents a fossil fuel with finite supply and possibly harmful emissions.
