Any place that gets more than 165 days of sun a year, slightly north of the equator, with little wind for a photovoltaic installation. For a solar concentrator, I’d say Death Valley, CA would be a great place. The second highest temperature in the world (134F—165F boils water) was recorded there. The highest temperature recorded was in El Azizia, Libya at 136F.
