The first oil rig near the United States was in the Gulf of Mexico–open sea. Though, the first models were not as massive, they could reach depths up to 100m and were pinned into the sea bed to support framed templates.
Assuming the original question means the first oil exploration well, and not the first offshore well (which the other answer answers), the traditional first well drilled deliberately to seek oil was the Drake Well in Pennsylvania in 1859.
