Hands down Southern California. Arizona, Nevada, and Southern California all have to compete for an extremely small amount of water. One main source is the Colorado River. However, increased demand, and pollution, and drought has caused this source to be virtually wiped out. The Los Angeles area alone would not exist without a massive aqueduct system and an abundance of water treatment plants.
