According to the Organic Consumers Association, mad cow disease outbreaks were more prominent in Wisconsin. There are other states that gained national coverage, and every state was concerned and becoming cautious, but Wisconsin seems to have taken the most hits. In 2002, at the rise of the mad cow outbreaks, Wisconsin had 80,000 fewer hunters than normal. The following website has a timeline with links to news articles about the disease outbreaks.

In the EU, the worst mad cow outbreaks have occurred in England.  While the problem is decreasing in other European countries, it is increasing in England, the amount of positive tests increasing.  About 80 deaths occurred in the 1990s, mostly in England, the decade when the disease became a problem, though the cause was not discovered until 2000.
