In the EU, the worst mad cow outbreaks have occurred in England. While the problem is decreasing in other European countries, it is increasing in England, the amount of positive tests increasing. About 80 deaths occurred in the 1990s, mostly in England, the decade when the disease became a problem, though the cause was not discovered until 2000.
