Where does the money from the toll roads in Southern California go?

The money gathered by toll payers goes to help recoup the cost of building the road. Because government transportation dollars are scarce and the population is growing, there was a demand for these roads but no funding. Bonds were issued to initially pay for the roads, and these bonds will be repayed by the tolls gathered. The initial concept for charging a toll surfaced in 1984, but the idea was not approved until 1986.
