Where do we go from here if the bill doesn’t get passed in Copenhagen?

I don’t think an international bill will be passed at Copenhagen.  There is too many conflicts of interests and an international bill will be almost impossible to attain.  From what I’ve read recently, participants are rather pushing that climate change is very crucial right now and a collective effort should be made rather than establishing a bill.  The top 2 emission producing nations of China and the U.S. will be observed closely.  Smaller nations will urge the more industrialized nations to increase their emissions reduction goals, especially for China and the U.S.
