The senate produced a draft of their climate bill on September 30, sponsored by John Kerry and Barbara Boxer. The bill sets carbon emissions reduction targets of 20% by 2020, drawing praise from some environmental groups for being more strict than the 17% recommendation in the House climate bill. Other groups such as the Center for Biological Diversity are less optimistic, however, pushing for a much higher goal of 40% reduction in order to combat the rapidly escalating pace of global warming.
