When is the White House going to have new automotive standards?

It is true that the Executive branch (the White House) cannot employ any regulations on the standards of the automotive industry. That is the job of Congress to vote on and pass a bill regarding such things, although the President can write or suggest a bill that Congress can vote on. Supposedly, the Obama administration has created a bill that would require most cars and light vehicles to have estimated MPG about double of what they are now in the next decade. This new rule would state that most cars need to have about 54.5 MPG by the year 2025.
