I would say yes and no. They always have to put that 10 or 20 percent chance of rain just in case it does, but more than likely is never rains, unless it is is 50 percent and over. Also, I feel they are always way off on the temperature!
Weather men and women rely on complex equations to predict the weather. There are many general rules that can be applied, but complexities in topography, temperature, and wind shear can lead to a lot of uncertainties.
