When it was discovered that chemicals present in aerosol such as CFC’s and HCFC’s deplete the ozone, there was international action taken. The Montreal Protocol was established in 1987, and has since been adhered to by 196 countries. The protocol calls for the phasing out of the harmful chemicals in aerosol cans. The aerosol cans themselves were never banned, but the product has been forced to change over time.
The Montreal Protocol has been hailed as one of the most successful international conservation and cooperation efforts. Kofi Annan, the Secretary General of the UN from 1997 to 2006 heralded the Montreal Protocol as “perhaps the single most successful international agreement to date…”
