When people are aware that there is a water shortage problem, and that it is easy enough to conserve a lot of water through certain actions, such as not leave the faucet on while you brush your teeth, etc., they can do a good job. People understand that fresh water is important, and can understand that it is not an infinite resource. In Colorado, where there is water scarcity, there are a lot of TV commercials dedicated to water conservation in the home, as well as billboards and signs in private lawns supporting the cause.
