Litter laws vary according to state. Connecticut’s anti-littering laws date back to 1897 when people were fined up to $20 for throwing nails and other forms of debris on highways. While other states may have taken a while to catch up, people seemed to have an awareness of the damage that litter can cause for hundreds of years.
