The potential health risks associated with lead was actually understood very early in history, even by the ancient Romans.  However, due to its immense and versatile use, they continued using lead and attempted to minimize the health risks.  Even today, with our recognition of the health risks we still use it for the same reason–  it has great use.  However, as early as 1926, the surgeon general began imposing regulations on lead usage due to increasing reports of poisoning directly related to lead, which could be considered as its first real recognition.
