We are actually improving our energy infrastructure pretty much all the time. It may be in small steps since our ecnomy was in shambles, but new plants and ways to transport energy to new places are sprouting up all the time. Even residential homes are putting in solar panels and other renewable energy systems which could be considered new infrastructure. As far as larger steps, there has been a lot of push for new systems to be put in, especially after the Gulf Coast disaster. Growth Energy is pushing to put in an ethanol pipeline from the midwest to the northeast, and there are expected to be many other similar pushes for renewable energy infrastructure.
