When was the first public water system made?

Ancient Romans had indoor plumbing from the use of aqueducts and pipes that led to homes and public fountains.  London also had plumbing from medieval conduits, that laid the foundation for its system today.  Water purification was created around 1910, by U.S. Army Major Carl Rogers Darnall.  His process involved treating water with calcium hypochlorite in a linen bag.  This later developed into modern purification.
