When using plant materials for insulation or construction, what prevents it from decomposing?

If your using a plant material, you will probably want to use clay coated straw – which has lasted hundreds of years without deteriorating.  It has an R factor of about 3+ per inch, so a typical 12 inch wall using the material would have an R-40 insultation factor.   As the clay dries, it binds the straw together in a surprisingly rigid mass.
