Not necessarily. Usually when you take the bottles in to be recycled, say, at a grocery store machine, the machine requires that you keep the paper on. This is because the plastic contains a bar code needed to ensure that the bottle is from the store it is being returned to (so the refund you receive is the same amount that was taken from you when you purchased the bottles). If you are not returning them to a machine, many municipalities say there is no need to remove the labels before recycling. If you plan to recycle the bottles with a service or with your town, ask about their specific requirements.
