The first wallpaper officially recorded and preserved dates to 1509, and was patterned in a leaf design. However, historians believe wallpaper was invented in Europe in the 1400s as a cheap solution for covering walls that usually would be decorated with tapestries, leather, and wood paneling. Vinyl and pre-pasted papers (the kind we use today) were first used in the 1950s.
According to Rebecca Schunck, wallpaper was first used by the ancient Chinese by gluing rice paper together; however, the other articles I have read support TristinTobias’ answer of wallpaper being used in the early 1500s. Maybe there is a difference in conceptions of the uses of wallpaper.
