Hard to give an exact time, but legislature in America concerning sustainability started with the Clean Air Act in 1956. After that, it became fashionable to be concerned with the environment as hippies became more prevalent in the 60’s and 70’s. Legislature for sustainability really stated in the 70’s, as did an increase of public awareness towards the needs of the Earth. This is partially because this was the time period Green Peace was founded.
It’s pretty difficult to say, and your question is quite broad. After the Industrial Revolution and the two World Wars, America and other parts of the world were greatly degraded.
