In the early 1900s there were three different organizations that decided that the United States needed standard building codes. The International Building Officials and Code Administrators (BOCA) was founded in 1915 and they operated on the east coast. Next, the International Conference of Building Officials (ICBO) started in 1922 and worked on the west coast. Lastly, the Standard Building Code Congress International (SBCCI) was formed in 1941 and operated in the southern states. Each of these groups merged in 1994 and created the International Code Council (ICC) which now determines the International Building Code for the entire country.
