The Romans actually used drains to manage water, which in turn influenced the modern gutter we see on the streets today.
The ancient Greeks had forms of gutters on their temples. It is believable that as long as man has lived in formal buildings, in cities, in rainy areas, there have been gutters. In ancient times, and even in modern times, gutters are a good way to divert rain into a rain catching system for use as drinking water or for irrigation.
