Due to Cuba’s turbulent political history and its proximity to the U.S. there have always been asylum seekers from the island going to the U.S., especially Miami. But it wasn’t till the revolution of 1959 when Fidel Castro came to power that the U.S. began to welcome Cuban exiles as a political strategy to embarrass and drain the human resources of the revolutionary government. By the end of that year 25000 Cubans had been given asylum in the U.S.
