When did we first start requiring a license for recycling centers?

    There are currently no laws mandating recycling in the United States, although individual states do enact their own legislation.  The most progressive states appear to be California, Connecticut, Delaware, Hawaii, Iowa, Massachusetts, Michigan, New York, Oregon, and Vermont.  Individuals can be find in NY City and Seattle for throwing away specific recyclable products.   The Environmental Protection Agency does certify “recycling technicians” in three separate classes (see 608 and 609 certifications as well as R410, IAQ, PM Tech, and Green Tech)
