When did prairie dogs become a problem species?

Prairie dogs have always been labeled pests.  In the mid-1900’s, toxicants were introduced killing a significant number of the prairie dog population.  Concerns grew on the impact complete elimination may cause so  restrictions were placed on killing, trapping, and poisoning prairie dogs.  These rrestrictions lead to an insurgent in the 1970’s with a continuing population growth.
