When did over fishing of salmon become a problem?

The US Fish and Wildlife Service said that over fishing has been a problem for over 100 years, which I was very surprised to learn. It has certainly gotten worse in recent years when technology has flourished and populations have grown. Over the course of the 20th century, salmon fishing was regulated but they then had to deal with the building of dams, habitat destruction and changes in their hatchery practices. Now over fishing is becoming a problem again.
