For example, one of the primary functions of government is to collect taxes (or at least some kind of compensation) in return for protecting its people. Naturally, businesses that are seen as crucial (such as those making weapons in time of war) are given special treatment — because there’s very little option to do otherwise — unless everyone wants to die.
If a business is suffering, but the government feels it is essential, there is likely to be a subsidy of some kind.
